key to success According to Minister of Transport Chee Hong Tat, the Land Transport Authority (LTA) is developing an AI chatbot to assist developers and appointed contractors in adhering to regulatory requirements. Chee announced this during his speech as the guest of honor at the mid-autumn lunch of the Real Estate Developers’ Association of Singapore (REDAS) on September 17. The initiative is part of the government’s ongoing review of existing regulations and simplifying procedures for road and building works approvals. In addition, the chatbot aims to provide tailored advice to industry professionals, eliminating the need to manually search for information online. LTA will collaborate with industry professionals through the Transport Infrastructure Collaboration Panel (TICP) to enhance the chatbot’s capabilities. The TICP was established in 2021 to streamline processes, build industry capability, and create pro-enterprise solutions. Its members include the Association of Consulting Engineers Singapore, The Institution of Engineers Singapore, REDAS, the Singapore Institute of Architects, and LTA. Another concern of the industry that LTA is addressing is the road layout submission process. Currently, LTA receives numerous road layout submissions that do not adhere to guidelines, resulting in most applicants submitting up to three times before obtaining relevant approvals. In November, LTA will issue road design templates to offer clear regulatory guidance upfront while still allowing developers to incorporate their creativity. These efforts complement the TICP’s initiatives to streamline road approvals, such as restructuring the procedure for private developers to deliver finished road infrastructure to LTA. According to Chee, this has reduced the handover period from eight months previously to just one month after the defect liability period.
